Yeah, this probably is.
"Applejack cries on the inside!" was a really funny line, but also has some interesting implications. Her parents are almost certainly dead, so she's got more experience with grief than the rest of the mane six.
As far as worldbuilding, I liked the implication that winter starts on a different day for every city/county.

Watching the episode now. Doctor Fluttershy is adorable. Heck, when isn't she adorable? You're right, Dashie. Spike and Tank are practically indistinguishable. No, you don't look angry. You look homicidal. Brilliant plan. What could possibly go wrong? Grinch face. Clear Skies. Open Skies. Open Clear Skies. Fluffy Clouds. Ponies randomly bursting into song? Who does that? Dashie has best duck face. Oh god, there's going to be a lot of "Beach Dashie" art. Shouldn't everypony be wondering where the captain of the weather team has gone? Snownuke! Aww, Tank has Dashie slippers. Dashie has Tank slippers! Fluttershy: The Element of Honesty. Applejack cries on the inside. That's an... interesting winter outfit, Rarity. ----------------------------------------------------------------------------------------------------- That was an excellent episode, heavy on the feels.

Meh. 4/10 Bye Bye Butterfree was way better. Seriously though that was a decent enough episode. Dash was actually a bit more of a crybaby then I thought she would be, but I guess it was understandable since Tank was going to die going away for a while. Also, apparently all the damage to the weather factory and Cloudsdale doesn't seem to have resulted in much consequences to RD. Then again the whole fast acting winter may have been seen as a plus and might be applied to later winters. Still don't know why they have winter though. I mean I guess it's for the benefit of the animals that need to hibernate, but I don't see why that needs the snow and leaf-less trees and all the other stuff. I also want to say that the House Stark reference was gratuitous and bad, the Grinch face was correct though. I also have no opinion about who's on first.

This is one of those episodes I enjoyed more for the jokes than the depth of the plot, but I still enjoyed it immensely. I loved the "who's on first" routine, and the GOT reference made me do a double-take.
I couldn't help but notice that the scene of RD sabotaging winter, complete with the song number and all, feels very much like what Luna must have gone through when she went Nightmare Moon on everyone. Not the "I'm jealous of my sister" thing, mind you, but the frantic desperation of trying to fix a problem at the expense of other people. Not because you want to hurt them, but because you don't know what else to do.
On a different note, I feel like the "cries on the inside" bit applies to me personally. I've never been the tear-shedding type, though I do have the capacity to feel deeply upset.

@kyler: You summed up a lot of what I was going to say about it. Definitely with you on the AJ thing; I tend to not emote a whole lot in that fashion, regardless of how I'm actually feeling. She definitely has more experience dealing with this sort of thing.
But yeah, that was a good episode. It was really interesting to see RD drop her facade around her friends and be a bit more honest about how she's feeling. She doesn't let herself be emotional very often.
My one gripe is that I think they could've gotten a lot more mileage out of it if they had focused a bit more on the emotional side of things rather than having the whole RAINBOW DASH TRIES TO SKIP WINTER series of shenanigans in the middle. It would've been really interesting to have one or two of her friends (probably AJ, even if they won't ''say'' that she's had experience with it, the application would be clear, and it would be a nice contrast with "Fall Weather Friends". Not that it wasn't a really good episode, I just would've liked to see that be explored more.
